When a daring rescue of Cress goes awry, the group is separated. Cress finally has her freedom, but it comes at a high price. Meanwhile, Queen Levana will let nothing prevent her marriage to Emperor Kai. Cress, Scarlet, and Cinder may not have signed up to save the world, but they may be the only hope the world has.
As for character development, it gets a bit stale here for me. Cinder has to overcome a mental obstacle, Wolf becomes the biggest baby, Thorne turns over a new leaf, Scarlet stays strong, and Cress stays quiet and uncertain of herself. I kind of wished she were able to stand up for something near the end but she stayed a bit of a mushy character. Her best asset is pretending, which she does well. It felt like a filler novel, but that doesn't mean it was bad. It had some high points, like a new twist to the plague and a semi-known character meeting an untimely, and kind of pointless, death.
I think the next book should be a good one though. This book kept building up to the pivotal ending, which I've been waiting for, for like three books. I will say, that one character that peeked my interest was Levana's niece, the Princess. Some of the stuff she says! I kind of want to follow her around some.
